Dr. Marshall S. Rich is an executive cybersecurity leader and forensic cyberpsychologist, recognized as the first U.S. Ph.D. and second worldwide in forensic cyberpsychology.
As Executive Vice President and Chief Operating Officer at USIP (now the Donald J. Trump US Institute of Peace), he advises boards and senior leaders on reducing cyber risk, maintaining mission continuity, and preventing cyber-enabled fraud and financial loss.
Dr. Rich managed enterprise operations during an Executive Order-directed wind-down and worked with DOGE to address fraud, waste, and abuse. Using his Cyber Forensics Behavioral Analysis (CFBA) model, he recovered over 2TB of deleted accounting and contract data, reconstructed evidentiary timelines, and supported actions that saved taxpayers millions.
A 23-year military veteran, Dr. Rich led communications, cybersecurity, and information operations in Iraq, Afghanistan, Bosnia, and the Republic of Georgia, and has provided national-level cyber capacity-building support to the U.S. Department of State.”
